On December 12, 2019, Secretary-General of the CODF Pan Xinchun and the Secretary of the Sansha Municipal Party Committee Zhang Jun held a discussion in Sanya to discuss in depth the construction of marine culture and humanities exchanges and cooperation under the “One Belt and One Road” initiative.
Zhang Jun said that Sansha has a unique geographical location and a vast ocean area. In the development process of the country's promotion of the "marine power" and "One Belt, One Road" construction, Sansha must seize opportunities, take the initiative, and actively contribute to the strength of Sansha. Sansha Satellite TV Station actively serves the major national strategies such as the "21st Century Maritime Silk Road" and the maritime power. Its program signals cover more than 16 million people overseas. He hoped that the Foundation would strengthen exchanges and cooperation with Sansha and Sansha Satellite TV Station, promote Sansha Satellite TV Station to "go out", spread Chinese voices, tell Chinese stories well. Sansha City should make its own contribution to the integration of the "One Belt and One Road" culture and the common sense of the people.

He said that as a national non-profit social organization, in order to implement the "One Belt and One Road" initiative and the strategy of a maritime power, the foundation has established an international cooperation project "Promoting Space Planning and Helping the Blue Economy" to serve countries and island nations along the Maritime Silk Road to prepare marine space plans, train marine management talents, and help developing of the blue economy. To this end, the CODF has established two domestic and international platforms, the Marine Spatial Planning Academy and the Blue Economy International Union, to support the implementation of the project. He believes that the foundation and Sansha Satellite TV have their own advantages, and the two sides should strengthen cooperation and complement each other's advantages to make due contributions to the dissemination of China's maritime governance plan.
