On March 9th, 2021, China Oceanic Development Foundation held a Secretary-General working meeting. At the meeting, Pan Xinchun, Deputy President and Secretary-General, led everyone to study the spirit of the important speech delivered by General Secretary Xi Jinping during the deliberation of the Inner Mongolia and Qinghai delegations at the Fourth Session of the 13th National People's Congress and the government work report delivered by Premier Li Keqiang. He has stressed that the special study of the spirit of the two sessions should be organized after the two sessions, and the essence of the spirit should be integrated into the work of the Foundation. At the meeting, Pan Xinchun has briefed the main points of the Foundation's work in 2021, and exchanged views on the main contents of eight projects including Maritime Silk Road Project that "promotes marine spatial planning to contribute to the development of blue economy", the Bridge and Link Project that "gathers marine high-tech resources to contribute to the high-quality economic development" , the Dialogue and Exchange Project that "builds a high-end marine communication platform to enhance China's marine speech rights", the Consultation and Suggestion Project that "focuses on major marine issues to assist the construction of marine governance system", the Sea Rights Education Project that "preaches knowledge about marine rights and diplomacy to stimulate college students' maritime national sentiment", the Marine Talents-Training Project that "donates marine libraries and trains young talents", the Ecological Construction Project of "guarding the beautiful shoreline, we act together", and the Marine Culture Project that "publicizes the achievements of marine civilization and tells the stories of China's sea". Pan said that this year, the development plan of China Oceanic Development Foundation will be completed; the investigation and demonstration of the proposed Marine Contribution Award should be launched; the construction scheme of marine think tank should be studied; the working mechanism of Marine Spatial Planning Academy should be improved; and the members of the Blue Economy International Alliance should be encouraged to participate in the high-quality development process of China's economy. At the meeting, the key work contents, paths and objectives of serving the governing units have been studied. Finally, Pan Xinchun put forward specific requirements for the Foundation's work in 2021.

The meeting was presided over by Pan Xinchun and attended by the part-time Deputy Secretary-Generals of the Foundation's governing units, namely the Ocean Consulting Center of Ministry of Natural Resources, CNOOC, SINOPEC, CNPC, China Huaneng Group Co., Ltd., China Communications Construction Company Limited, China General Nuclear Power Group, Shenzhen SEZ Construction & Development Group Co., Ltd., and Shenzhen Yantian Port Group, as well as the heads and relevant personnel of various departments of the Foundation Secretariat, the Secretariat of the Marine Spatial Planning Academy, and the Division of Marine Economy of the National Marine Data and Information Service.
